I got new ram for my computer it had 2x4 so i got 2x8 the problem I'm having is the 2x4 will run 800 MHz but the 2x8 will only run 667 MHz. They all should be 1600 so should run the 800 MHz. I've tried just the 2x8 and all 4. Nothing seems to get the 8GB to the 800 MHz. I go in BIOs and manutal set it to 1600 in stead of 1333 and the computer wont start up. Yet the 4GB are running the 800 MHz.

I have pictures but don't see how to add them.

Ram package says
4GB
F3-12800CL9S-4GBXL
DDR3-1600 CL 9-9-9-24 1.50v

8GB
F3-12800CL10D-8GBXL
DDR3-1600 CL 10-10-10-30 1.50v

Solution
Did you enable XMP with just the 2x8GB installed?

That 2x8GB is factory OC'ed RAM. The 800Mhz XMP profile may be incompatible with your motherboard. So, it just drops to it's true speed of 667Mhz. It may never work at 800Mhz with your 2x4GB. As they have different CAS timings at 800Mhz. They may have to drop to 667Mhz for common timings. To get them all at 800 Mhz may be possible if you mess with voltage and CAS timings. If you do this. I'd probably try to manually set all the timings to the 8GB set as it has higher latency.

To add pictures. You put them on a site like IMGUR. Copy the link for the upload. Then insert the link here.
