i have 16gb 3200mhz ram but i do not think it is running at that speed. i downloaded CPU-Z and it says my DRAM Frequency is 1071.7mhz. Would i multiply that by two because i have dual channel? Also if i make it run at lets say 3000mhz or 3200mhz will it harm my ram over time?

Solution
Enable XMP in the bios. Cpu-z reports the actual speed. DDR stands for double data rate which means it is effectively running 2143 which is close to the DDR4 standard of 2133 MHz.
So this tells me you do not have XMP enabled.
you multiply them by two because ddr rams perform two operations per clock (rising edge (low to high) and falling edge (high to low))
for many boards, you have to enter UEFI/BIOS and enable XMP. (your mother needs to be able to support xmp function in order for it to work, otherwise it will be capped at JEDEC standard speed of either 2133/2400/2666
