Question Ram upgrade

I want to upgrade my ram and I don't know what companies are good and what ram I should get. I ordered the skill 4000 MHz 16-16-16-36 and it was very unstable and wouldn't allow my computer to boot up.
My price range is $0 - $300 (max). I would like something in the $100-$250 range if possible but $0-$300 is my max.

My specs are
I7-9700k
ASUS Z390-P Prime
RTX 2070 super
Some off-brand power supply, idk

You might want to get the proper bios and test before fussin with ram.
