Hello,
I want to upgrade Ram. Crucial recommends the *GB (2x4GB) 240-pin DDR3 SDRAM DDR3 1333(PC3 10600) Desktop Memory. , but it has a CL 9 and I my CQ5720F has CL7. Is this a problem?

What you have in there now is 1066MHz ram which explains the difference. If you are only going to use the new memory then there is no noticeable performance difference.

Do you mean there would be no difference in performance going from 3GB to 8GB Memory?

No I do mean there is no noticeable performance difference between the two ram speeds!

This motherboard will support PC3 10600 (DDR3-1333MHz). This is all Greek to me.

You gain from more memory!
Your old ram is 1067MHz CL7 the new ram is 1333MHz CL9 which will not have any noticeable performance difference except from the increase in ram from 3 to 8GB

Crucial has 2 identical 8GB ramm kits, one with 1.5V #CT2317541 and the other 1.35V # CT1816150. Which one should I buy?

I would go with the 1.5 volt which is the mainstream.
