Microsoft release KB5044384 that has stopped windows showing an undeletable file in diskcleanup.
It appears windows was missreporting and the file either didn't exist in first place or was other files not related to the issue

it no longer appears as a choice if you run disk cleanup
The KB also fixed SFC /scannow so it won't report files as fixed, unless they actually are. Often a restart is needed if it does fix anything here too.
