Question Random CPU Drops

When I am gaming (I will use Rust and CS-GO as examples) I normally run around 75 FPS on Rust and around 200FPS on CS-GO medium-high Specs. Every 40 seconds or so my Fps will drop down to about 17 FPS on rust and 12 FPS on CS-GO for about 10 seconds. I noticed in task manager when it happens my CPU usage goes from 60% to around 20%. Is there any way to possibly fix this?

I'd look at a graph of your cpu temp during that same time and see if the dips match.
