So my friend just bought a new processor (AMD FX-8370 Black Edition, Socket-AM3+, 8cores 4,0ghz) And when he plays CS:GO he gets around 250-280 FPS, But sometimes he gets a random FPS drop around 60FPS and when that happends the CPU-Fan gets quiet and when he drops from 250-280FPS to 60FPS he gets a small spike lag too. Any suggestions how to fix it?

If he is using the boxed stock cooler then it's almost 100% likely the CPU is overheating. AMD FX series CPU's report the wrong core temperature due to the way it's calculated, I suggest checking the CPU socket temperature using a program called SpeedFan. When the 8370 reaches 70c is will thermal throttle to 1.4GHz to protect it's self from dying. CPU socket temperatures will be lower than the temperature of the actually CPU cores so keep that in mind
