Is that cpu or gpu? For cpu with corsair h60 this looks very high. The cpu could be underclocking itself to lower the temperatures. Did you install the thermal paste properly? What kind of cooling do you have in your case?

CPU. I installed it properly and where I live is very hot, it's like 104 fahrenheit everyday haha. And I have two frontal coolers, one in the top of the PC and the other is from the H60.

Ok, if you can, I would ask someone to lend me a psu (more than 650w) and try it. If it still happens, I'm pretty confident it's the heat. You could try upgrading the cooler. Oh, and how are the gpu temps under load?

Then I guess you should watercool your gpu and get a better cpu cooler. I don't really have any other ideas other than improving ventilation in the case with a 2 fans, an intake and an exhaust.
