Random FPS Drops

My friend is getting random FPS drops and stuttering. He has a 4 year old AMD FX 8350, 8 GB DDR3 Ram and a year old 1050 ti. It randomly started doing it when PUBG added their emotes to the game. His CPU heats up to about 140 degrees farenhight. has 6 fans and one cpu fan on it. He has his high performance power on. Tried everything to help him fix this issue cant figure anything out why this would still happen.
 

He let me know this is what he told me. He knows the make but he doesnt know what the model of it is. but the pic says 80 plus bronze. it also says EA-650 Green on the psu

Watt: 650
Age: about 4 years
Condition: good condition just dusted the pc about a week ago
 
Dusting is a good practice as dust can act as an insulator and overheating - even if just a few degrees.

After four years the PSU has also likely gone through many thermal cycles: heating up, cooling down. Expanding, contracting.

Heat is an enemy of electronics. Overtime the PSU (or any electronic device) will degrade as a result.

Have your friend use two or three online calculators to determine the total power requirements of all components in the system. Add 40%.

How close is the total to 640? Then consider that the PSU may no longer be capable of matching that load.

Especially during sustained gaming sessions.
 




He did 2 different calculators both with his specs came up as around 398 watts before the 40% which was 100 less then what he has as a power supply. but then did one on new egg and it came up as 524 before the 40% added. Could it also be that his processor or hard drive could be going? If so is there any way to test if those are whats going bad? besides looking at the temp of the CPU because once a day he will get a notification that its going up to 180 degrees farenhight. He tested the ram and that is 100% good but if it is the CPU then i guess at that point he should just upgrade/rebuild
