Question Random FPS drops.

While i'm playing game, suddenly my FPS drops from 300 to 10 FPS for good 10-15 seconds. Then it runs back fine. While my FPS dropped i noticed my CPU Usage goes to 100% while GPU usage goes to 0% what's causing this ? All my parts are brand new. I have tried multiple methods to fix, none has worked...I haven't overclocked any parts either.

Temp not more then 60-70, but cpu usage goes to 100%

So i checked task manager, during the lag i get 100% cpu usage.. but these 2 are like high during low fps

I was able to fix this issue, those who have the similar problem. I didn't have to deleted anything, but open run type in services.msc , simply turn off, windows search / appex. I no longer have lags, but the download side is. i can't type in windows search bar, nor use anything that's part of microsofts app.
