Random Frame Drops While Playing ANY GAME

At first I thought this was a streaming issue, but then i realized that no matter what game Im playing, the frame rate always drops from well over 80fps to about 7-20fps then slowly climbs back up to a higher frame rate, just to do it again about 30 seconds later. This happens when Im just playing a game, and it happens even more when im streaming. I have all drivers updated, and I have all of my cores unparked.

Specs:
Amd FX 8350 Black Edition
GTX 750 SuperClocked 2GB Edition
6GB DDR3 Ram
400W PSU
1.5TB WD Caviar Green
ASRock 960gm/us3s

AVG CPU Temps: 16C - 28C

OP, the answer is definitely your board. I literally replaced mine, the exact same one as yours, last week and got a Sabertooth. I had the exact same issue as you- after a while of playing, or even a minute in depending on the cpu intensity of the game, my framerate would drop abysmally, sometimes to 5fps in Next Car Game. Then it would go back to normal after a few seconds, and repeat again after a minute or so. Your board will be causing these frame drops, don't exactly know why but I'm guessing VRM throttling as my CPU temps were fine. If you check HWMonitor you will probably see your cpu vcore drop to around 0.875, this is the throttling. Replace it and your problems will be solved. I recommend buying the ASUS Sabertooth 990FX R2.0...

You have a really under powered psu. I bet that cheasy motherboard is throttling because it can't handle supplying the juice the 8350 requires.
 
I tried it with a 500w PSU though. Ik the 8350 and the 750 ti shouldn't take up more than 400w. The 750 ti Barely takes up any wattage. The malware scanner found 20 malware files. I'll test streaming when I get back.
 




Nope. It still does it. Im so fed up with this. When Im just leisurely playing a game, it doesn't really drop frames. When I stream on the other hand, no matter WHAT game im playing, it drops frames. On OBS everytime it does, a red warning comes up and says "waiting to encode" or something of the sort....

 


I'll try clearing my registry but i know its not my internet because I tried it for just file output. It says "taking to long to encode".

I recommend buying the ASUS Sabertooth 990FX R2.0, I somehow used the performance setting and got 4.3ghz on the stock cooler, probably not too safe...

Anyway, if you look on the list of supported cpus on ASRock's page for the mobo, you will see the FX-8350 is not listed. Although it is 'supported' in a BIOS update, it still runs like poop.

Edit: An yeah I had the same issue with OBS. Hope other people see this thread before buying that garbage motherboard.
