For the last few months, I've had a very irritating issue where any games will freeze for 1-5 seconds, seemingly randomly. RAM usage is not spiking and temperatures are not getting too high, the only noticeable change I can see is my GPU clock speed dropping from 1300 to 600 Mhz. I have updated and reinstalled my graphics drivers multiple times as well. I am relatively new to PC stuff, so I feel completely lost.
GPU: AMD RX 580
CPU: AMD Ryzen 5 3600
RAM: TEAMGROUP-UD4-3200 2x16GB
PSU: EVGA 600 GD
MB: Asrock B450M
BIOS: American Megatrends v3.2
OS: Windows 10 21H1
Edit: Forgot to add storage drives, I have a 240GB SSD for my boot drive and a 2TB HDD that I keep most of my games on
