GPU: NVIDIA GeForce GTX 980
CPU: Intel(R) Core(TM) i5-6600K CPU @ 3.50Ghz

So, I have a problem with my some random Steam games in which I've tried seemingly everything to fix it. All games and everything on my computer ran fine at the maxed out FPS, no problem. Then one day, I moved my computer over to the living room, and without thinking plugged the HDMI into the Motherboard instead of the GPU.

After plugging my HDMI back into its proper placement, my steam games Rocket League and 20XX both run at about 20 FPS, but PUBG runs at 60 FPS fine. My graphics card's drivers are fully updated. Rocket League is fully updated... Using my NVIDIA GPU Activity it shows that Rocket League just isn't using my GPU whatsoever, but PUBG is for some reason. I believe RL and 20XX are running from my CPU.

While trying to fix the issue I figured I might have needed to update Windows 10, since I've been putting that off for quite some time. During the update it told me it would need to uninstall Steam (as well as every downloaded game) in order to complete the update, which I figured meant I've found the solution. After re-downloading Steam and RL it still only runs at 20 FPS.

I'm unable to go into Manage 3D Setting in NVIDIA Control Panel and just select a preferred graphic processor, the option isn't there. I'm unable to right click RLI went into Device Manager and disabled my CPU, hoping it would force RL to run off the GPU, but it didn't run off either and was giving me less than 1 FPS.

ANY help is greatly appreciated, if you need more info about my hardware or anything to try to solve this problem, just ask and I'll provide. Thanks in advance.

Solution
If you have a spare drive try using it to install a fresh OS with the game giving problem. If helps do a fresh installof everything. If it doent help its probably hardware. Try reseating the video card. Pull it out of the PCIE slot and put it back in. Do the same for the power plugs to make sure they all have good connection. Try swapping your RAM around to see if helps.

No need to do anything drastic. If you aren't seeing nvidia control panel in taskbar you can still access it from control panel. You say that pubg isn't using your gpu but the on board graphics you should go into bios and disable igfx giving the game no choice but to use dedicated graphics.

I am able to access NVIDIA Control Panel, and PUBG is running off my graphics card.

But how could it be a hardware problem if PUBG runs normally and uses my GPU?

Games use different parts of your hardware depending on if its opengl, DirectX, vulkan, phyx, or other. PUBG requires DX11 so I can only guess the games your having issues with is openGL Voltage issues could be causing issues with the GPU in any number of ways. Could be issues retrieving data from memory. Only one way to see if reseating helps.

Is there any way for me to do a check through software to see if its broken?

as carlbyronthompson said and so did I, you should disable on board graphics. When I said this I was not implying that you aren't physically using your GPU to plug a cable into but that the game itself was only utilizing the Intel graphics and the only thing you GPU is doing is routing the video but all of the rendering and such is being done on the CPU.

To make sure that this isn't the case entirely you need to disable the onboard "iGFX" graphics for your CPU.
The reason I said that it looks like this is what's is happening is because you stated that when you look at you GPU and CPU usage it was telling you that it wasn't using your GPU at all and instead was using something else.

Lastly using DDU in safe mode to completely remove nVidia stuff, rebooting and then going and installing it again still in safe mode is something I also recommend be done.

Also, making sure that you are completely up to date on Windows 10 can help. Making sure all drivers and such are good to go as well.

You can run furmark and memtest64 to test the hardware.

You could also try testing with dxdiag to see if the API is setup. Here is a link with some tests to try.
