Random lag spikes/micro-stuttering in every game.

Recently I've been noticing stuttering/lag spikes in my video-games. The best way to explain it would be to say that that, while my game is running pretty well, the frames lag for about a second as if it froze for a second or so. It's kinda annoying and I have no idea how to troubleshoot/ fix it. I noticed this happening after my computer tower fell over when I accidentally kicked it. I'm not sure what that would have done to my pc. I've also recently installed a new hard drive which is the 4tb WD blue.

I have reset my windows and I still get it.
I unplugged both of my hard drives and tried playing on my SSD, I noticed better performance but still saw a couple "lag spikes". When I look at the task manager observation thing I see a small dip in the GPU usage and sometimes Ethernet. The RAM and CPU levels are normal it seems.

I have it unplugged right now, I'm only running the SSD and the 7200rpm, I'm still seeing the same effects.
