Question Random performance drops

Ive had my computer for a while now, and all of a sudden ive had issues with ping and loading games. the overall performance is fine. Steam, discord, things like that all load up fine, but when i get into games it takes absurdly long and my ping is like 600+. Factory resets fix it every time but i really dont want to have to rely on it for everything.

I think i figured it out, this amd software program was running and ending it in task manager fixed it all, makes 0 sense?? but works i guess?
