[SOLVED] Random Scrolling Issue

So it ONLY happens within my windows settings, in basically all of the menus, but I noticed in my Apps when trying to just clean out some stuff I no longer use where the second I clicked on an app to try and uninstall that program it INSTANTLY jumps to the bottom of the screen and i cant scroll up at all. It doesnt occur anywhere else, not in my file explorer, not in my web browsers, not in any games. Just seems odd that its literally only happening within the settings menus

Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any Microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

it doesn't remove anything from PC, just from startup, and its easily reversed.

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.
