Question Random stuttering when gaming and even when just on Windows desktop ?

Hello, so I am getting those stutters for some reason and I haven't changed a single thing on my computer for the past 12 months...

First I thought it might be the game that I am playing as it started happening after the update last week, but no, I was also getting them on desktop. The whole picture would freeze, mouse cursor, even the sound coming would just freeze for upto a second depending how long the stutter was and then get back to normal, I never had this issue before and seriously I can't get my head around what it could be. I checked the disks and they turned out to be ok after a cmd test.

The only pattern i've noticed(that is probably not related to) is that when it happens, the task manager CPU usage spikes for that moment and goes back to normal.
I've even dialed my stable 5.1Ghz back to 4.7 thinking it might be the overclock but I am getting the same issue.

I need help because it is really bothering me as I do play multiple competitive games depending on mood and when the stutter happens, I just wanna die (in game ofc..heh...)

Motherboard: z490 Gaming X Gigabyte
Ram: 16x2 3200Mhz
SSD/HDD: 4SSD/2HDD
GPU: RTX 3080
PSU: V1300 Platinum Coolermaster fully modular
OS: Windows 11 Pro

Set your mouse polling to 500hz and see if that helps, I read somewhere that Microsoft is working on an issue with high Polling rates on some mice, they will cause stuttering and lag spikes in games and some windows elements. If that works, just keep and eye on Windows updates for the fix.
