Question Random Stuttering

Hi guys, I have these times where I'm on a discord and the whole PC stutters. I do not know if discord is the culprit but I only notice these stutters because my friends voice started stuttering as well. As stated, the audio of my friend talking chops up and my mouse jumps from frame to frame. It only stutters in short bursts and then goes away after a second. Do you guys know what causes this and how to fix it? I searched for it in google but it's kind of vague. there are no cpu disk gpu or mem spikes according to task manager. does that mean it's the psu?

One possible solution is to look at your power options and switch it from "Balanced" to "High Performance". I was actually having the same trouble and found that in a related forum post, tried it, and it worked amazingly enough.
