So how exactly does 1 per buyer stop scalpers? Instead of 1 bot buying all of them instantly, you now have 1 million bots buying all of them instantly. Nice try.

Why not just let customers with accounts in good standing that have been customers for years and have a typical purchase history and two-factor authentication with an existing long-standing cell phone number, buy one?

Or maybe let one person buy one (again, a long-term existing accounting, and two-factor authentication from their cell phone ) for $3,000 and if they don't install and register with the serial number off the CPU (unique and only accessible from motherboard bios ) in 7 days they don't have access to the $2,400 rebate.
