Im planning on getting a Raspberry Pi B+, im wndering if this vga to hdmi will work.

No. You see in the description where it assumes the VGA end is at the graphics card and the card outputs DIGITAL video through a DB15 port. You will need an active converter since VGA is an analog signal and HDMI is a digital signal.
