Can this pc run modded Skyrim, minecraft at max with 60 FPS, LOL, and Battlefield Hardline? It also needs to be dual monitor compatiable, be able to stream with OBS and handle video editing

Speaking from experience, I have to say that the FX-6300 is not the best CPU (and AMD CPUs in general) if you want to be streaming/recording. I like the choice of motherboard, but if you could spend a bit more I would be putting an FX-8350 in there instead of the 6300. With the 6300 you'd probably see at least a small bottleneck on the 280X as well.

I am not one of those guys that will post an Intel build and say nothing about it, but my recommendation is to go Intel (a 4th-gen i5) if you have the budget.

Also, I can't agree with the choice of power supply. The EVGA 600B is a Tier 3 unit. I would say 600W is enough for a 280X, but Tier 3 units are not that great, so it might struggle to supply power to the system. I'd go with something like the SeaSonic M12 II 620 for better quality.

My budget is really tight and I'm not too happy to have to lower the monitor quality but is this any better

For around same price you can get a 21.5" LED Acer monitor with 60Hz refresh rate on Newegg. Won't lose much in quality. You aren't losing quality between the 2 just 2.5 inches. Personally I think 21.5" are great for everyday use and gaming. Also those particular monitor models are widescreen models not sure if you want that or not. The biggest difference is the 2.5" and is 2 ms response time vs 5ms (hardly noticeable to human eye). The 21.5" actually has a better pixel pitch (obviously because of less inches, same resolution)/
