RE-INSETRED LOOSE VIDEO BOARD NOW COMPUTER HANGS ON START UP AT THE WIDOWS LOGO. XP, DELL 8200

Could have damaged the port or video card. Can you start in Safe Mode? Also try a Linux live boot CD to make sure it will load properly and that the motherboard is not damaged. Also worth trying the video card in another system.

If those don't point to the issue, you can either try re-installing Windows or replace the motherboard and/or video card.

YES, THE COMPUTER WILL START IN SAFE MODE.

Try to remove the video card drivers in Safe Mode, reboot the PC and see if it detects the video card again.
