Let me preface this by saying i was having this same problem weeks ago. The issue is that when i power on the switch on the PSU the computer powers on without me pressing the power button, there are no LEDs lighting up on the mobo, the red cpu light is on constantly, there is no code on the code display on the board itself and the BIOS is switching back and forth between BIOS 1 and 2 in 4 second intervals.
A few weeks ago i was having this problem and i determined that the board needed to be RMA'd. I did just that and got the replacement in the mail and got everything installed and it worked just fine. Well today i get home from work and power on the computer and just like that time im having the same exact problem with the same exact issues.
On the old board i troubleshot just about everything i could from reseating everything to updating the BIOS VIA Q-Flash plus to clearing the CMOS. I've tried alternating RAM as well. This also probably doesnt mean <Mod Edit> but the Thermal paste i was using is ARCTIC MX-4
