Bob, I just did an experimental overclock on my 8350 with just the multiplier, and I will list the steps for you. I also have watercooling loop, so this will only work as long as you have one, and should get you to a stable 4.6 Ghz, and should Prime95 test at under 58c full load:
Reset bios to default. Go in a disable amd cool n quiet, turbo, core c6 state, c1e, svm, hpc mode (if you have that in your bios). Put overclock in manual mode, then set your multiplier to 23. Set your cpu voltage at 1.5 and run prime 95 for at least 15 min. if no failed cores, back voltage down 1 notch and run prime 95 again. keep backing down 1 notch on voltage until a core fails, then go back up 1 notch on voltage and re-run prime 95 for at least 30 min. If no failed cores, you should be good @ 4.6Ghz and on temps. This is a safe procedure, just watch your temps while prime95 is running. Put a 15c offset on prime 95 to be safe. You should end up @ 4.6 around 1.46v and under 58c under full load depending on your cooling system. Have fun!! ~~ Suferbus
