Really need help. I have 2 questions desperately need a answer for both.

This is the 1st time ive built a pc and my specs are
-Gigabyte h170 gaming 3 motherboard
-Intel i5 6600 (Not the k)
-Sapphire Radeon RX470 4g oc
-2x8g of G.Skill ram
-3x120mm led fans
-PC Case is a Corsair Spec Alpha
-PSU is a Cougar stx650 650w
-Tp link in the Extra graphics card slot.

1st Question:I have a locked cpu on a non overclocking board. Is that bad?

2nd Question: When i start a new game in Skyrim (I have a few mods installed) When im in the cart going to my execution to make my character, my computer turns completely off. Is this due to the current PSU I'm using? If so I've ordered and waiting on a Evga 750w superNOVA p2, will that fix my problem? Please help!!

Well if your temps are in good shape :)

then yeah your PSU would be good to change, just didnt want to jump that far ahead.

by the way, you dont need a 750Watt that's quite overkill, Even a 600watt would be great. The quality of PSU plays a bigger part in this.

That's also quite an expensive pSU, but yes, Modular :) and all the bells and whistles. If you're comfortable with that price then that's great. But you could be looking at some Corsair CX series, or EVGA B series, Also good but not so fancy
1st question = that's what you should have... If you cant overclock your CPU then why need overclocking motherboard.

I assume you are asking about Turbo Boost? It will boost automatically

2nd question = Likely not your PSU, 650w is more than enough, well... not the first thing to look at anyways. what kind of temps are you running? GPU AND CPU? have you looked? Have you done any stress tests?

Although this looks like a cheap PSU... You should still check temps first
 


The cpu and gpu were at both 30c, it starts fine and at a solid 60 fps, it just randomly turns the computer off. I read reviews that the PSU i have is horrid so i assumed it was that not giving the right power to my components.

I got the supernova because ill be upgrading in the near future (Plan on getting better processor with a better cooler than the stock and 2 graphics cards), so i thought id get more watts now than later, and im not fussed paying that much, i just wanna make sure this power supply will solve my shutting down problem. :)
 
have u tried the game without any oc or mods. just stock?
if that runs consistently then its process of elimination.

i dont think its the psu. but dont rule that out yet. and how old is the psu?
my initial though on fault is an unstable gpu overclock. in most crash cases during gaming it points towards gpu. butt.. usually it just freezes the game/computer and just crashes the game.. not sure about the shut down..

PSU is brand new. :) ive read bad reviews on it and its a cheapo
