Really need help with disk issues on Windows 10

Hi, this is my first time posting here (a friend recommended that I posted my problem here) so bare with me if I don't come across perfectly.

Basically, I am having an issue where my PC will 'randomly' start to become REALLY slow for about 5-15 seconds, and will suffer from me typing and the words not showing up for that period of time, or I won't be able to move a window for some reason, or the windows key takes a long time to have an effect etc. I have been able to connect this to the fact that whenever this happens, my drive seems to be at 100% usage in task manager. In general, I have noticed that my disk usage tends to be unusually high even when the write speed is extremely slow (we're speaking 80 KB/s read and write). The application which uses up this amount of the disk is also random, and sometimes it'll say it's using up 1 MB/s and other times it'll say something like 8 MB/s, but they'll both still say that 100% of my disk is being used. I also believe my disk is the reason for my PC being generally slow, as the other hardware I have should be enough for it to function at a decent speed. I've also noticed that my PC usually slows down when starting or closing down an application, as I play video games fairly often but never notice this problem making an impact (luckily). As an addition, my PC takes quite a while to load everything after booted, and the BIOS time is 24 seconds (not sure whether this is helpful or relevant to the issue, just wanted to put it so you're aware). That's the long and short of it, if you need me to clarify I will, just ask. I'll post my specs here just in case it's any use:

CPU - i5 6400 2.70 GHz

Memory - 8 GB DDR4 RAM

Disk - Toshiba DT01ACA100

GPU - GeForce GTX 980
