If i wet my whole CPU with isopropyl 70% Alcohol without water, does it damage my CPU?

It’s a common solvent for cleaning electronics. Just try your best to let it dry well after cleaning.

70% already has water in it. Isopropil alcohol is less hydroscopic than lets say Ethyl alcohol but when open to air still absorbs some moisture so it's maximally 99%.
70 % is usually sold as Rubbing alcohol so it doesn't dry skin much and usually has other chemicals in it. It's still good solvent for grease and silicone but without those other add-ons needs longer period of drying because some water remains.Scented alcohol can leave other residue so it should not be used.
