Reboot and Insert Proper Boot Device

Hello everyone if you could take a small bit of your time and help me and a friend fix his computer.

Some history on how this issue came to be, his HDD died and he bought a new one and we are trying to install a new OS or at least fix his old Windows8 which was installed on the now broken HDD.

The computer is a Gateway and we have gone into the BIOS to make sure all the devices such as DVD drive and HDD are recognized.

We have also reseted the BIOS and CMOS, we have tried to install windows but even if we switch the DVD drive to be first in the boot priorty it ends up going back to the black screen with the same message "Reboot and insert proper boot device.

We need help, any info and suggestions would be welcomed.

Gateway DX4870-UR348 (DT.GDDAA.016) Desktop PC
Intel Core i3 2130 (3.40GHz)
4GB DDR3 500GB HDD
Windows 8 64-Bit

Eh, not so good. I just gave up. I know a guy, im gonna see what he thinks.
