I just built a new pc and while turning it on I encountered the error in the title. After doing some research I found a possible solution, moving the hard drive to the first boot order. After doing so, I still encountered the same error even when I booted directly from my hard drive.

There is no OS installed yet
Motherboard: Gigabyte H110M-A

Hard Drive: WD Blue 1TB Desktop Hard Disk Drive - 7200 RPM SATA 6Gb/s 64MB Cache 3.5 Inch - WD10EZEX

How are you booting a Hard Drive with nothing on it? What's the logic?

You are suppose to boot with a OS install disc, either optical media or Flash, THEN install OS on HD, THEN you can boot HD. It's kinda like you have to put gas in the car before it will start up.
