Recently built computer gpu problems?

I have gone through a lot of threads and am still unable to get my computer going. Once windows 8.1 finishes installing i have tried multiple things
1. Update gigabyte motherboard and amd gpus driver(in the middle of these my monitor would usually flicker then the screen will go black and stay that way until i restart my comp) with the cds that came with them.

2. Immediately run windows update (im not sure when exactly but at some point during installations screen will go black until i restart)

If i do somehow get all the updated drivers windows updates succesfully when i try to play a game or browse the web my screen will flicker and i will get weird colors and image will be missaligned then screen will go black.

Safe mode will run fine. Also i have noticed sometimes after installing windows( ive done this like 10 times) after restarting from a black screen it will go to bios saying bootable disk not found when i had just installed windows

I used pcpartpicker for compatibility

Are you using any old parts?
Also try to use another GPU or PSU to see if these components are causing the issue.

Make sure all the component were properly set up and built.

The psu i listed is one i got to replace the one i got earlier. The only difference it made is now before the black screen i can see the driver has failed and recovered which will happen like 3 times then i will get the black screen. All the parts are new.

i managed to run an hdd test and it failed the shortDST one so i got a new harddrive but im still getting black screens from windows update. Does this mean the first hard drive was fine and it is a driver issue or should i not bother trying to use the first hard drive?
