Question Recently Running into high disk usage on top of high memory loss, need help discovering the problem.

Had a power surge the other day and my whole room obviously blacked out. Then restarted pc and ever since then I can no longer multi-task on my pc. Having chrome open at the same time as a game will lag my game out or even my pc will start borderline freezing. Even just having a game open like hearthstone with a chrome tab open will begin lagging out my pc. I 'm beginning to think its a ram issue? I have this SS to show why and I took a benchmark but it says HDD might be the issue

Edit: I did a windows check on both my SSD and HDD and it came back and said there were no issues with either one.

According to MSI afterburner my CPU temps are hovering around 36-40 degrees C while just having chrome open- RAM is still using more than 50%

I think I had something downloading at the time for the disk to be high. Like atm disk is 0 but my memory is still at 57% despite nothing being open besides one chrome tab and discord.
