I'm planning a build using a Intel Core i5-14400F.

I want a quality, reliable motherboard, but am not interested in bells and whistles. I don't need wifi, bluetooth, DDR5, I'm never going to need more than 2 RAM slots, I'll never put in more than 64MB ram, etc.

I'm only worried about price and performance/reliability.

any recommendations?

Pick the cheapest board, those locked CPUs aren't much trouble. Though I don't really think skipping DDR5 is worth it any longer, particularly if you are even considering 64GB. Also not much need for a 14th gen. 13th gen is basically the same thing.

Lately ASRock B760 boards are about $90 and pretty full featured.

Quality and reliable does not square with cheap. Buy a quality motherboard, and ignore the bells and whistles you don't need.

Instead of looking for performance, look for quality and durability. multi layer PCB, reinforced slots, heat shielded M.2 slot, VRM, VRM, VRM.

What exactly are your needs? What will you plug into the motherboard? You can eliminate wifi easily but what about SATA devices for example?
As for 2 RAM slots, chances are the motherboard you *do* want will have 4 slots. So just ignore 2 slots like everyone else 😀

Also, forget mATX, and go full size ATX (if you can house it of course) because it's usually better quality and more durable.

Also, also, get DDR5. I swear by the no-frills, no overclock, no low latency Crucial 4800Mhz kit. ymmv. for me low latency plays no role.
