Recommendation unique laptop Java project

Hello everyone

I have to make a Java project for a client of mine, yet he doesn't have the device that he needs yet. It should be a laptop (Windows OS) with a keyboard (obviously), a rear camera (quality not so important), and a touchscreen.
The budget is between 200-400 euros. If someone has any recommendations feel free to react, I'm out of ideas.

Have you considered a used Microsoft Surface? Has front and rear cameras. In what country do you need this system?
