I need help with selecting a few parts for a:
NEW CUSTOM LOOP GAMING SYSTEM

PURCHASE DATE: NOW

BUDGET: ~2500 USD

USAGE: GAMING, MOVIES, OFFICE APPLICATIONS, COMPUTER ASSISTED DESIGN

Your limiter in this scenario would your pump block, what sort of mounting hardware do you have? Both AMD's AM4 and Intel LGA 115x mounting hardware?

If so, you can look at either of these;

as for Intel, this might be worth a read;
there's also the difference in heigh of the IHS for the processor after LGA115x, so there's a high chance that your mounting mechanism will bend the pins on the CPU's socket = no-POST scenario.
 
How important to you is to reuse all of your available parts?
Do you have a case in mind? Is size a factor?
What is your current case?
Are you happy with it?

Modern processors now use DDR5 ram., and at considerably higher speeds.
What is your current processor?
Why does it need liquid cooling?
Are you an overclocker?

What do you mean by chassis: PULL-OUT KEYBOARD TRAY?

Where do you use a 200mm fan?

....Some guidance, please....
 
YIKES! I had not even considered the change in the Intel CPUs!

Naturally, what I have is for 115x. and for that I have an I9-9900KS CPU. Do you believe it is necessary for me to move to an LGA 1700 CPU or will the i9-9900KS be sufficient?

If necessary, I can buy the EK version of the combo block, pump, and reservoir for the lga1700.

Do you recommend that I do so, or do I get to save $300?

Your i9-9900KS is somewhat equivalent in performance to a more modern I5-13400 which runs nicely on an included air cooler. There are some nice ITX motherboards that can reuse your 32gb ddr4 ram.

Try this simple test:
Some games are graphics limited like fast action shooters.
Others are cpu core speed limited like strategy, sims, and mmo.
Multiplayer tends to like many threads.

You need to find out which.

To help clarify your CPU/GPU options, run these two tests:
Run YOUR games, but lower your resolution and eye candy.
This makes the graphics card loaf a bit.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

Most games and desktop quickness depend on a single master thread.
Run the CPU-Z bench and look at the single thread rating.

Only in so far as minimizing total cost...and always better to use than try to sell or swap.

This is a new build.

Modern processors now use DDR5 ram., and at considerably higher speeds. I have 32 GB of 4000MHz DDR4 RAM, NIB, that I wish to use.

What is your current processor?I have an I9-9900KS available, I am looking for a recommedation of an INTEL CPU if the I9 I have is inadequate.
Why does it need liquid cooling? Because the I9 runs hotter than hell and adequate air coolers are too tall for my keyboard shelf.
Are you an overclocker? Yes.

What do you mean by chassis: PULL-OUT KEYBOARD TRAY? My keyboard tray slides out from under the top of my desk. I have about 5" of clearance, this should be sufficient if I use a PCIe cable and lay the GPU flat. But it will not be sufficient for an air cooler.

Where do you use a 200mm fan? The 200mm fan is used to cool the 200mm x 200mm x 85mm radiator.
 
Tell me more about your keyboard shelf.
Perhaps a photo might clear things up.
How tall can a air cooler or water block be to still fit your space?

Modern processors are binned and the better bins are used in higher priced versions.
Because of that, there is no longer any real value to overclocking.
The turbo mechanism which boosts one or two cores is the better option for gamers.

on your -9-9900ks it should be about 565: What kind of rating do I need for such games as Elden Ring, Baldur's Gate 3, GTA V, Forza Horizon, and similar?

Perhaps I should just combine what I have, i.e., I9-9900KS and RTX 3080 and see if I am satisfied. I truly have no clue as to what would be satisfactory....from all the generations have passed since that hardware was first line, it seems unlikely. I really hate to spend the time and effort just to have to pull it apart and begin again.

I guess that is the key recommendation I am looking for.

I would use the 3080 and save the money until the 5080 super with 24GB of VRAM comes out unless you can get a good deal on a 4090 for 1200-1600 dollars. I would keep the CPU for now. When the 5080 24GB comes out for presumably 1200-1500 MSRP, you could then do a platform upgrade to either AM5 or several Intel options.
 
I was under the impression that you already had a i9-9900KS overclocked and a 3080 running.

Your 5,120 x 1,440 resolution monitor is essentially a 4k monitor.
I can relate to that.
My games are not fast action, mainly civilization.
For that, my 3070 graphics card seems to do just fine at 240Hz via HDMI
At one time, when my 3070 was unavailable, I ran on integrated graphics and hardly notices any difference.
My point is that a 24gb 4090 might not actually be necessary.
Vram has become a marketing issue.
Vram is somewhat like real ram. You need enough to keep most of what you use in Vram and not have to go outside to ram or a ssd to fetch it.
Your processor is the slow part and I would fix that first.
Then, you will be better able to determine what you need for graphics.

Your experience and advice have persuaded to do what I was trying to avoid: Just assemble what I have on hand and see what it does. (I really do HATE do overs and I expect I will not be satisfied). On the other hand, my wallet surly thanks you. And on the Gripping Hand, I do not have to wait on parts and I can begin tomorrow!
