Recovering OS from burnt out PC

Hi,
I had a laptop with windows 8.1 on it. My sister spilled water on it and didn't flip it over. My motherboard got fried because it was still plugged in. My HDD still works, and I want to know if I can use a USB-SATA connector to create an install drive on a USB stick. I have two other PC's to connect to. Another laptop (Dell Inspiron 3537-2013. 64 bit), and a very, very old Dell desktop (Vostro 200- from 2007. 32 bit). is there any chance that creating a bootable USB is possible? If not, then is there any way to find the Windows 8.1 product key for use on a PC that will be built soon?

Something for Nothing? From Microsoft? Nah!!! They struggle to make any money at all. They need every cent they can get. Surely you feel sorry for them.

By the end of the year they will have control over all of us with Windows 10.

See I was originally going to do that, and will probably have a dual boot system, but i want the windows applications and gaming ability.

unfortunately the laptop is 3 years old. It was rubbed off ages ago.

I dont think that is the case. I have transferred OS's from laptops to new PC's before, but not when they are on a spare drive.
