Red colors, flashes and glitches

Hello, I've had this pc for a while but I had to send the cpu for an rma, the process took a couple months and now I'm putting it back together and testing everything.
CPU seems fine and everything seems to work, however, there's something wrong with the display.
I need to do everything again as if it was new, install windows and all drivers and all that but this gpu issue problem persists even in bios.

As you can see, there's a lot of red and this color persists when I try to go to windows install, a red hue to everything, the contents also usually move up and down, not too hard but enough to not really be able to tell what's on the screen without staring it down which is why you see these distorted words.
Just a lot of visual glitches and I've checked pci slots and they seem to be fine, I'm not sure what could it be if it's drivers (trying a fresh install like a mentioned earlier) or something worse.
Worth noting that after I enter the usual windows setup, immediately after I press the "Install now" button, the screen goes black, I can tell there's some sort of input as there's a slight flash of the reddish screen every once in a while.
I tested the hdmi a while ago and it seemed to be working fine.
Also worth nothing that (I think, not sure if I did it correctly) trying to use integrated cpu graphics is not working, just shows as no compatible signal on the monitor.

It can't be drivers since you are at the BIOS screen, drivers are not even loaded yet.

When you were testing the onboard graphics, did you remove the Radeon card? Did you try a different video connection type/cable, different monitor? You would need to test the card in another system to see if the card is OK there or not.

Solution
Fixed, tested on board again with several cables and same thing happened which made me fear for the worse, went to buy a new hdmi just in case.
Turns out my old hdmi cable that I tested a week ago just didn't work and the new one that I purchased just before the rma arrived (and tested) suddenly also went out before testing the full build.
Set it up with a new hdmi and everything is working fine, just a bad unlucky and dumb coincidence I guess.
