Question Red CPU LED Status

So I recently built my first system. The specs are:

i7 10700K
Corsair Vengeance Pro 2x16 3200 MHz
Gigabyte z490 Aorus Elite ac
MSI gaming x RX 5700 XT
Gigabyte p850gm

I've tried reseating the CPU, switching the power cables, flashing the bios, clearing cmos, but nothing seems to get it to start.
I want to point out that all of the fans spin, all of the lights turn on, but the aio cooler screen doesn't, even though the radiator fans do if that could help.

It would be amazing if anyone could help or give me an idea.

Did you reseat the ram sticks? the LED status only means there's a problem, it doesn't necessarily mean a CPU problem.
Put rams in A2 and B2 slot.

that will be : leave the closest slot to cpu empty, use the next one, leave next empty, use the furthest away slot from cpu.
Also try using only one ram stick if two won't work.

I tried that and the problem persists
