Intel Core i5-13600KF
Gigabyte RTX 3060
2x8 Corsair Vengeance LPX @3600Mhz
MSI Pro B660m-a DDR4

All my components look good when I turn them on but I get a red CPU light and no display.
I think this is a BIOS issue. I have another computer that I can use to download the latest BIOS to a USB drive. Will this work?

The motherboard requires bios level v17 which was released July 2022.
The most current bios level will be installed at time of manufacture.
New stock should include that. Sometimes the box will have an indication of the bios level.
If you bought the motherboard locally, they might exchange it for you or do the needed update.

To update the bios, you would need to have a previous 12th gen processor installed.
