Red Screen on boot

I haven't been able to find anynore with my problem, so I posted this thread. I built my computer over a year and a half ago. I upgraded to windows 10 when it was free and had no problems. However, starting a few weeks ago, probably after an update, my screen goes red with a loading symbol on boot. This continues infinitely until I shut it off. When I start it up it goes through normally til the windows logo, then the logo freezes and the screen flashes black and the loading symbol comes back. However, this time its laggy and low resolution. Then the red screen with the loading symbol comes up. Occasionally I can spam f8 and get into safe mode to do a system restore, and itll start up normally, however the next time I restart, the red screen comes back up. Please help.
