Refresh rate is the number of times in a second, that the picture on your computer screen gets updated. Ideally, you want to get at least 60 frames per second (FPS).

Higher is better.

Changing the refresh rate doesn't change the FPS. Yes, it allows for higher FPS to be displayed, but the FPS is also limited by CPU/GPU. It is always best to have the refresh rate as high as possible.
