Refurb PC (HP Elite 8000 Tower) will not power on

I just received a refurbished or "off-lease" HP Elite 8000 Pro from Tiger Direct. After I took the original hard drive and ram and put 16gb of ecc ram and 3 4tb hard drives in, I should mention that I'm planning on running FreeNAS off of a usb stick as the OS. I attempted to turn the machine on. Then I got a series of 5 beeps and there was a red light showing with a little light bulb above it. Nothing was showing on the monitor. I swapped out the power cables and I am having the same issue. I should also mention after a while, I couldn't get the pc to power on with the first power cable but then it worked with the second power cable. I put the original ram in exactly how I found it when I opened the tower. At this point, should I assume it is the power supply? If yes, I'm debating about submitting a warranty claim or just buying a new power supply.
 


That may be but even after I reseated the original ram-in the correct location-the machine will still not turn on.

By the way, I ordered a new PSU. If that does not work, I will return the PSU and file a warranty claim on the machine.
