regedit.exe does not start

i tried to open regedit.exe to fix a game (a problem with the language), but nothing happens its like the computer is not even thinking there isn't an error message, nothing like i haven't tried to start the program. what to do?

1) How do you try to open it? Click on it, Start menu, type in in Run...?
2) Are you logged in to an Admin account?

1. i've tried running it by type in Run, by searching it, and from c:\windows, but nothing works.
2.. yes the account is the administrator.
