So I was creating a new profile on my good computer and when I attempted I got this error message:
The User Profile Service service failed the sign-in.
User profile cannot be loaded.

I went into the registry to fix it but the account wasn't there, I then went to C:\Users but also account wasn't there. The account only shows up in settings and sign in screen. Does anyone know how to fix this.

If you go into Control panel->User Accounts and then click on "Configure advanced user profile properties", do you see anything listed in the window that pops up? If you click on environment variables instead, again do the file paths exist pointing to the user files?

It appears in control panel on manage other accounts but I couldn't find anything hat helps on it. I also found out that the user profile service was stopped and that Netlogon service will not start does Netlogon matter?

so it only charges to 7%
That is a very bad state of affairs. Any sudden shutdowns during critical processes like windows update running in the background and so on, will likely corrupt your system as your battery cannot act as a backup and unplugging a laptop accidentally is far easier than unplugging a desktop. I would recommend getting a new battery, like https://www.newegg.com/Product/Product.aspx?Item=9SIA3RE1PX8683
and then repairing or reinstalling your system. I mean you can try and continue fixing it but this is a disaster waiting to happen.I speak from experience as I've had a laptop long ago with just as dire a battery and trying to keep it running like that was a trial.

Local Users and groups file isn't there I have no idea why but when I went to System Tools>Event Viewer> I saw that was custom views I clicked on that then on administrative Events. There is an error: source= DeviceSetup, ID= 121, Task Category= None. Inside of it it says:

Driver Install failed, result=0x80004005 for devnode 'SWD\IP_TUNNEL_VBUS\TEREDO_TUNNEL_DEVICE'

Also event 100 is failing over and over its source is Bonjour Service. Pretty much every thing in administrative events is an error.

that's why I always shut it down first and the computer that I'm using currently has NO battery. I can get a battery for the asus but the HP one I can only find refurbished batteries

Ahh I take it you're not in north america so doing newegg or amazon isn't an option.

I've looked into the error but it's rare, and the most I've found solution wise was "uninstall from device manager and see if that fixes it" so can't really help you there.

Er...that is a question I suggest you contact microsoft support for. If your windows for whatever reason is refusing to activate, they will best help you with this, I've recently had to do something similar myself.
