I just did a clean install of windows 10 after new motherboard cpu and ram. After the express settings it go's into a loop of restatting. I already turned it off and on again and I can get into the bios but I have no clue what to do from there. I highly doubt it's the hdd. Please help

Solution
I pretty sure I have the old bios. And I got another person telling me to reformat the boot drive, and preform a clean installation. I think I'm gonna try doing that

Express settings? What had you set up so far? Does it have a user account yet?

If you have a user we can try to get to safe mode
boot from installer, on 2nd screen after languages, choose repair this PC, not install
choose troubleshoot
choose advanced
choose start up options
hit the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
Pc will restart and load safe mode

what are specs of PC?

It just restarts on the loading screen right after I choose express settings so I can't get into Windows at all. Right now I just have the pc powered off. I can access the bios but I have no clue what to do from in there

It took me a while to figure out what you meant by express setup: Its the 2nd last step before you get into windows. So you have a user?

Did you try changing boot order to USB 1st and try the steps i showed above. Sometimes just going into safe mode can fix things like this

Do you have latest bios on motherboard? there are only 2: https://www.gigabyte.com/Motherboard/GA-A320MA-M2-rev-10#support-dl

is this a new installer for windows 10? Did you make it recently? If its old it might not know what ryzen is

you might find it is necessary to run dban on hdd and wipe its contents so we can start install again: https://dban.org/
