So this is kind of a weird question but i'm curious to know because i'm going to be reinstalling windows and I would like to know if I use the "digital license" aka digital entitlement method to reinstall so I won't have to buy it all over again, will doing the reinstall this way remove the old user allowing you to give it a new name? so for example before reinstall the user file is C:\Users\Michael will it allow me to basically start fresh with a new user file name of my choosing like this C:\Users\BlahBlah sorry if this question is very confusing I would just like to know.

Solution
If you go to settings/update & security/activation it should say windows is activated with a digital licence - that means when you fresh install win 10 it will use the activation tied to the current PC

A fresh install will wipe windows forcing you to recreate users. You should be able to use any user name you like.

If it says Windows is activated with a digital license linked to your Microsoft account then you need to use the same email address to activate win 10

So just for clarification if I have digital license I can recreate users?

You can use same name or another, my current install has one of each, my old user name and a new local user.

Only hitch is win 10 can still tell its not same user that made old documents, so you may need to take ownership of some old folders from a previous install - this only applies if you have 2 hdd and 2nd one has folders from an old install on them.

Ok I think I get it now, you can name it the same as you had on your old install but the old user won't be automatically on the new install because it's a fresh install. Ok thank you!
