[SOLVED] Reinstalling Windows if I choose UEFI then my USB flash drive and hard drive BBS priorities disappear

Hey I'm trying to reinstall windows 10 completely from a USB flash drive. I have UEFI according to system information. my PC recognizes the flash drive and I see it in boot options if I select UEFI and Legacy in boot mode selection, and legacy first or only in storage boot option control. hard disk BBS priorities are visible also.
the problem is that if I select UEFI instead in those options then my flash drive doen't appear anymore in boot options and the hard drive BBS priorities disappear.

by the way I have boot options before clicking BBS priorities, and after I enter BBS priorities there are are boot options there as well. in boot I have the titles as M.I.T/BIOS Features/System Information, etc. and on the top "Gigabyte - UEFI DualBIOS"

System Model: H97M-HD3
System Manufacturer: Gigabyte
Intel(R) Core(TM) i5-4590 CPU @ 3.30GHz (4 CPUs), ~3.3GHz

Ok. Your boot mode likely needs UEFI and Legacy in that era. Full UEFI boot wasn't common until a bit later, as GPU supporting UEFI GOP and few other things are required. You'll see this called CSM as well, but keep it enabled this way. What about uefi first or only when changing boot storage only.
Yes boot manger is listed, I have a primary hard drive of 930.7 GB. I can set UEFI to boot mode selection and storage boot option control, windows boot manager appears then too. I'm not sure what you mean by forcing the boot to UEFI. thanks for your comments.
 
Okay, I have in boot mode: UEFI and Legacy, UEFI only, Legacy only. in boot storage: UEFI first or only. Legacy first or only. I can't reinstall windows becuase if I select UEFI in these options then my flash drive disappears in boot options. but flash drive does appear in Peripherals USB storage devices as SanDisk. though if I select legacy in boot mode and storage the flash drive appears in boot options. I don't think I can force boot with UEFI. (edited)

Solution
I wrote something by mistake, I meant if I select legacy and uefi together in boot mode and then legacy in boot storage then the flash drive appears actually (wrote disappear by fault). I'll check if I can do what you suggested.
 
I can't tell if it would have worked, I decided to send the PC to service. I'm not sure but if it's not for Legacy/UEFI settings then maybe the BIOS only supports reinstall from CD disks and not USB devices. I appreciate it.
