Relation between graphic card and its fan?

I've almost no knowledge of a computer. Spent yesterday night searching up the basics in hopes of finding a solution to my faulty old computer.

When I turned on my computer, my monitor turns on for a second then turns off. When I checked, I noticed everything was functional, the other fans were working except for the graphic card's.

I suppose my graphic card works, but it overheats instantly because theres no fan which explains the monitor turning on then off.

Do I need to replace only the fan or the entire graphic card? Could I just put a household fan beside it to cool it from the outside?

Brother go ahead and change the fan if you think your graphics card works. But if it doesn't , then you have to change your graphics...
