Remote Control on a Dell Monitor

I just purchased a Dell ST2421L monitor for one of my computers which didn't work out. So, instead, needing to convert an old TV, I figured on using it as a TV. Connecting it with an HDMI cable to my Dish Network receiver and adding a computer speaker to the audio out on the monitor, it all works great using the Dish remote control for everything but turning the TV off/on or adjusting the volume.

Dish provides a number of codes to incorporate the power/volume options into their remotes, however none work with this monitor. Does anyone have any ideas on how to remotely control the power and volume on this monitor?
 
I realize it would require an IR port to control it directly, but I thought I had read about an external remote apparatus, with it's own IR port and remote, possibly connected in the power line, or a 3rd-party remote to control the Dish Receiver, or some setting for the Dish Receiver not included in the Dish provided codes for TV's, AUX's etc.
 
To the moderator that is definitely not thinking "out of the box", while not able to control the volume, there are hundreds of remote power plugs available allowing me to plug in my TV to it and control the on/off with the remote that comes with it. This solves 95% of what I was looking for, as the volume can generally be set at a pre-set desired level. I have to say that of all the inquiries I have made on a number of forums, I am still waiting for the first good solution.
 
Last night I setup a dell monitor exactly as you had except made a couple changes. I have a docking station with infrared remote control and aux input for audio. My directv remote has the code for it but I can't get it to turn on or off via the directv remote. I'm using an energy saving surge protector with my satellite receiver plugged into the master and everything else as slaves. Now when I turn on my satellite receiver, the docking station and monitor turn on.
 


Hey there! What do you mean by "power plugs"? What would an example be? I'm trying to remote control power on a similar Dell monitor through the Smart Remote app in my Galaxy S5.
