Remote pc over wifi hotspot in mobile or hotsopt in Mobile

I have a laptop running on windows 8.1 and i have a android mobile.
I want remotely control my lapy by either creating wifi hotspot on mobile or creating hotspot on laptop.I dont have a facility of internet in both pc and mobile.Can anyone please suggest?

Do some research on remote desktop applications. I've used a few remote desktop applications on my android with success, they' fairly easy to set up.

Sure, check out TeamViewer, Splashtop and Gmote. They will work over an internet connection but you may have to set up port forwarding on your router. I have used Gmote via wifi, which sounds like what you'd like to do. Let us know how it works.
