I don't think so.
If you know the original details or have the proof of purchase, only then it can be unlocked.
If you stolen it, then it would not be possible.
The only way to make it work would be to get it's motherboard replaced with one that has no lock.
I personally had a really bad experience with that app. I was trying to root my Android phone in ordegr to run a powerful data recovery tool and it would unexpectedly freeze in the middle every time but I was using the pirated version.
